As part of ongoing efforts to strengthen public safety in downstream areas and enhance early warning coordination, the Department of Energy (DOE), Ministry of Industry and Commerce, EDL-Generation Public Company (EDL-Gen), and international experts from the Dam Safety Technical and Institutional Assistance (DSTIA) project jointly conducted field missions to assess the preparedness of communities located downstream of hydropower projects.
The field assessment is an important part of strengthening cooperation among government agencies, hydropower operators, local authorities, and communities. The mission focused on assessing community preparedness and understanding how residents receive and respond to early warning information, as well as reviewing disaster preparedness measures at the village level.
The field mission was carried out in two phases: August 26, 2026: Field assessment of communities downstream of the Nam Ngum 1 Hydropower Plant. August 31 – September 1, 2026: Field assessment of communities downstream of the Nam Khan 2 and Nam Khan 3 Hydropower Plants.
During the field visits, the team engaged directly with local residents, village-level disaster management committees, and local authorities. The discussions and assessments focused on the accessibility, awareness, and understanding of early warning information, as well as communication and notification procedures during emergency situations.
Particular attention was given to community preparedness for potential flooding and emergency evacuation, including arrangements for the safe relocation of residents, elderly people, children, livestock, property, and other essential belongings.
In addition, the field team reviewed village-level disaster preparedness measures and conducted on-site inspections of safe areas and designated evacuation points, together with village disaster management committees and local residents in communities located downstream of Nam Ngum 1, Nam Khan 2, and Nam Khan 3 hydropower plants.
The collaboration between DOE, EDL-Gen, and DSTIA international experts, supported by the Government of New Zealand, highlights the importance of strengthening dam safety, early warning systems, and community preparedness.
EDL-Gen places strong emphasis on close coordination with communities and relevant stakeholders to promote knowledge, understanding, and preparedness for emergency situations. Through continued cooperation and engagement, EDL-Gen aims to contribute to stronger community resilience and enhanced safety in downstream areas.
Dam safety is not only about managing and monitoring infrastructure. It is also about building communities that are informed, prepared, and safe.
