Luang Prabang Province, 6 May 2026 — EDL-Generation Public Company (EDL-Gen) organized an “Environmental and Community Outreach Activity” at a meeting hall of Samakkhixay Village, Xieng Ngeun District, Luang Prabang Province, with participation from company executives, representatives of relevant sectors, local authorities, and community residents.
The opening ceremony was co-chaired by Mr. Inpan Borihan, Acting Director of Secretary and Corporate Governance Department, together with Mr. Jatubud Kongthong, Head of the Xieng Ngeun District Office, along with representatives from relevant sectors.
In his opening remarks, Mr. Inpan emphasized the importance of environmental management as a shared responsibility of all sectors of society.
Samakkhixay Village is a resettlement village of the Nam Khan 3 Hydropower Plant and serves as a community located along the Nam Khan River. The area plays an important role both in local livelihoods and electricity generation, as it is home to the Nam Khan 3 Hydropower Plant.
Mr. Inpan explained that the objective of the activity was to raise community awareness and understanding of climate change, sustainable water resource utilization, and compliance with regulations related to reservoir management, including safe and appropriate water release operations during both the rainy and dry seasons.
He also highlighted environmental challenges such as urban expansion, encroachment on forests, and impacts on water resources, all of which affect the ecosystem. Therefore, cooperation from all stakeholders — especially local authorities and the public — is essential in protecting and preserving natural resources.
Mr. Jatubud presented the regulation issued by the Governor of Luang Prabang Province regarding the management of watershed areas, reservoirs, and fisheries within the area of Nam Khan 2-3 Hydropower Plant. The regulation aims to establish rules and measures for the management, protection, and sustainable utilization of natural resources within the watershed areas, reservoirs, and fisheries zones of the Nam Khan 2 and Nam Khan 3 Hydropower Plants
The activity also featured presentations by project specialists on water management, environmental protection, and community communication. In addition, community members were given the opportunity to openly participate in discussions and exchange ideas.
This activity represents another important step by EDL-Gen in promoting environmental stewardship and sustainable community development alongside hydropower generation.
