The meeting was co-chaired by Mr. Daovieng Sounanthalath, Deputy Managing Director of EDL-Gen, alongside the executive management team.

Attendees included representatives from the Department of Energy (Ministry of Industry and Commerce), the Department of Social Welfare (Ministry of Labour and Social Welfare), and local authorities.

The primary goal was to collectively review and ensure the Emergency Preparedness Plan (EPP) is ready for effective real-world implementation.

🔍 The key agenda for this session included:

• ✅ Presentation of the 2026 EPP: Led by Laeongen Chanthabouly, Director of Nam Ngum 1 Hydropower Plant,
• ✅ Group Activities: Knowledge-sharing workshops covering 5 core topics, such as emergency definition levels, the 4-level alert system, and the specific roles and responsibilities of each sector.

The objectives of this dissemination meeting were as follows:

• To disseminate methods for evaluating emergency response effectiveness and disaster response capacity.
• To familiarize disaster response committees at the district, provincial, and central levels with the EPP, ensuring they are confident in their roles and responsibilities regarding flood impact management.
• To enhance the overall disaster response capabilities of committees across all levels (District, Provincial, and Central).
• To provide comprehensive training to these committees so they can, in turn, train the relevant stakeholders identified in the audited Emergency Preparedness Plan.
